Governor Abbott Issues New Order and Guidance to Begin Reopening Texas

Today, Governor Abbott issued Executive Order GA-18, announcing that with the expiration of Executive Order GA-16 on Thursday, April 30th, many Texas businesses will be allowed to reopen under new safety guidelines and capacity limitations. He also issued a 64-page “Open Texas” Report detailing the rules and restrictions that will apply beginning May 1st. Under the new rules, construction will remain an essential service, and while the Governor encourages the use of face masks, the Order prohibits local governments from issuing civil or criminal penalties for failure to wear a face mask.
